Do You still need radiant shards and ascendant energy to upgrade gear
If not can you dismantle them for legendary marks?

You still need them to upgrade vanilla/tdb gear, just had that problem with getting nechrocasm. If you don't need them then you can exchange them for motes of light/ glimmer with the speaker.
