I understand it is the nameof the level, but why does it have a backwards meaning?

Makarov doesn't want you to speak Russian so that they assume you're American terrorists. If the security cameras and whatnot picked up any Russian language from their party then it's safe to say they'd be looked at as Russian terrorists.

the idea behind the attack is to make America the Scapegoat. They literally mean don't speak Russian. if the attackers spoke Russian, then everyone would know it wasn't America.
