It's the same engine, but F4 doesn't use a stamina based melee system, doesn't require stamina to block hits, doesn't screw you when you run out of stamina.
There's no magic, resistance to damage types matters, and gunplay feels a lot smoother than the bows in skyrim ever did.
And if you want to pull that claim, every Bethesda game SINCE Oblivion has been made on a modified Gamebryo engine.
Does skyrm and oblivion have the same combat system? By far not.
