Old raid gear should drop at minimum light levels (160), but be able to be infused to 320.
Leave balance up to them; I've come to realize that they do know what they're doing, minus fusion rifles.
Edit: I agree with separate PvE and PvP balancing.

No. They've done fine with them. A few autorifles archetypes need to be fixed though.

Don't sit here and tell me handcannons need some love, anyone who knows how to use an out of rifle will put a handcannon in its place
