It's one of the easiest way to create an artificial reason to grind. Suddenly tons of people will be below the near/max light level. Forcing them to grind more if they want to be on even footing for things where the light-level difference matters (Trials, Iron Banner). Don't even need new content to put people in that situation. They r smurt. I hope it is paired with fun, new, meaningful content. we'll see.
