IIRC, Bungie said on Twitter yesterday that they're looking into drop rate issues with the CD rewards. Personally, I'm not sure why they're bothering: CD is almost over. The best solution might be to give out a 320 ghost to anyone who picked up the quest (or one of the bounties) and call it a day.

I agree, that would be too easy; however, the drop rate for the ghosts are truly ridiculous. I've never even seen one in-game, only on the promotions for the event and I've been playing crimson doubles every day for hours, since it began. I don't mind the grind, even not getting one; but I haven't even [u][b]seen [/b][/u]them drop at all, not even once. Not to me or the person with me. If I hadn't read some players say they had them, I'd be seriously doubting their existence at all.
