Any endgame content that drops gear with less than a chance of 320 light is dead content. For example a nightfall or raid that drops a guaranteed 310 will quickly become as worthless to you as one that drops 300-310 gear.

Which is why I also put in the changes of more forgiving infusion and shards for power upgrade.

you have access to essentially unlimited exotic shards so bungie is not likely to make them 320 infusion fuel even if it takes a few to get a piece of gear to 320. Given they probably won't put an unlimited stream of 320 infusion material in the world, the one change worth doing would be bring back something like etheric light. Best would be a consumable that bumps a piece of gear instantly to endgame 320 level, then you simply don't care what content you play or what level gear it drops as long as that consumable drops enough from activities., you will play the activities it can drop from. Right now you play the same few boring activities (basically challenge mode raid encounter of the week) wearing the same boring gear because doing things that cannot drop 320 gear is pointless and to drop your light level and play with other things is to punish yourself on drops. Whereas year one you'd patrol or play lower level missions with whatever gear you felt like equipped now you have to do that in max light config or lose out on drops.

Randomizing the level of gear that drops is nore punishing than having them drop at a guaranteed 310, because you know you're not gonna get boned on a drop and you can invest the materials into leveling it up. That's just the way I see it though.

Getting anything in the game today you can trivially infuse it to 310 because once you pass light level 310 you have an essentially unlimited (for current purposes) flow of 310 exotics that you can use to get any piece of gear to 310. Light level you can fix, perks on drops matter more. Give me a 220 Ash Factory with Grenades and Horseshoes, Javelin and Tripod any day over a 310 one without tracking because I can fix the G&H launcher light level but the one with no tracking or G&H is just infusion fuel. And as to your point on random drops vs guaranteed, playing for random 310-320 drops is already a mugs game once you are past low/mid 310's. Just don't do it. If efficient use of Destiny time to get to 320 is your goal, Only play the hard Challenge modes for the guaranteed 320's. Ignore the rest of the raid. If you're building to 310 just play the normal mode challenges or get some friends to carry you through the hard mode challenges. Ignore the rest of the raid. Which makes the content drought even worse. Eventually only one encounter in the hard mode raid a week truly worth doing.
