Or vaping herbs, with a different kind of vaporizer, but whatever it is, it's just vapor, you can do it inside without bothering people

Yes a liquid that can contain nicotine atomized into a vaper that is inhaled. It can be flavored to just about anything. E-cigs are junk and are not the same.
