Faction Shaders?
Not a single one has dropped by level 25 and it's a requirement for doing the exotic armor quest. Great job there Bungie. Your usual level of thought was put into this.

I got all the DO shaders and I'm only rank 14 with them...I thought that a certain point you get a shader or emblem but ig my rng with factions is good...but exotics clearly not

My rng sucks I was level 72 NM before I got my 1st shader. With that being said. I have every faction shader, and ship now :D

If you're having faction problems I feel bad for you son. I got 99 problems but a shader ain't one. I have all dead orbit and new monarchy shaders, and 3/4 future war cult shaders.

I started a new Worlock yesterday , aligned myself with New Monarchy , cashed in a boatload of heavy engrams for rep (hundreds of heavy) . made it to Rank 9 and got 3 out of 4 shaders , some gear (armor and guns) and the ship that glitches the postmaster haha ..... what I'm trying to say is .... RNGesus hates you .

Sucks for you but I didn't get my first faction shader until rank 30. Just keep leveling it up.

Got 3 dead orbit, 1 ship, 4 emblems. It will happen in a glorious burst.

Try lvling another char with the same faction maybe it has more luck, worked for me
