In their stream they did mention the only level that matters is your overall light level. Which is partially true. At least for pve a 250 guardian will do way less damage with a 170 ice breaker than a 250 guardian with a 280 sniper rifle.

I did pretty good in IB as a 269 warlock. And yes I still use icebreaker and gallyhorn. When people are standing around to grab the spark a headshot from icebreaker is the a head shot period. Same as the gally, everyone waiting to grab the spark is going down. By the time I got to level 5 I had enough gear to be 301.
