How come most of the community complains about recycled content, but most them want the old raids back?...

Desperation for something to do. New stuff is impossible so simply raising light level of old stuff is better than nothing.

Because people are crying out for something to do that is relevant in PvE but most people recognise that PvE content doesn't grow on trees. Therefore what is seen as a quick and dirty solution to the PvE content draught is old content being updated until new original content can be developed/released

Exactly.

Probably because it's sort of a shame for all that excellent old content to be pointless now, especially since there's not a lot of content available right now. There's also a lot of guardians who never had the chance to play it, and a lot of cool Y1 legendaries people want to see return.
