There's not much difference between the high end PC and the ps4 version because Ubisoft purposely downgrades and locks out any higher graphical settings on PC to make it nearly similar across all platforms. They've done this with their recent Assassins creed games too.
This is why Ubisoft games suck on PC.

That's because the number of people with a proper high-end rig is small. It wouldn't make sense financially for a development team when their game is multiplatform.
