There is a general problem with handcannons right now - a perfectly aimed shot seems to miss the target on a fairly consistent basis in my experience. This may be lag - I'm in the UK and I constantly get laggy players in Italy and the middle east. But given that handcannons are fairly low RoF missing a single shot can be deadly. So, in its class TLW will always be used in preference to all other handcannons.

There is a hidden bloom in hand cannons that you don't see. Pace your shots instead of spamming at full rate of fire. You will see the accuracy go up. Oh, and try to spec your hand cannon for high range. This increases the size of the crit box. Good luck. Remember bungie said that they've tuned hand cannons to promote agility under fire. This means you want to strafe a lot. Use your strafe to pace your shots and keep the reticle close to their head. Try not to sweep shoot.

I've had the most accuracy with ace of spades using the rifled barrel perk. It's my secret weapon.
