Someone smarter than myself please.... shed some light on what Bungie does to make sure these disgusting people cannot come back and post horrible images hidden in obfuscated links.
I use a browser that "de-codes" tinyurl and can even preview a link, so I never click. Lots do.
If someone makes multiple alternate accounts and uses them to link to a kitten in a blender, what tools are in place to ensure they cannot do that from the same computer again?

Just delete your cookies, create a new account, and you're good to go.

Of course we all know the remedy for this...just don't do it. I fail to see why people think it is smart or witty to do so. The poster of said shock sites only ends up looking like a dip weed.

I only click links if I can recognize the address as something safe or if I trust the poster who put up said link.

I think The Soul bans alternate accounts (That log in from the same computer when an account has been banned) automatically.

I.E." http://www.blahrandompostinhere."TinyURL.com" Those words are the main keyword to be sure that you DON'T click on. If you find that the link are safe to click, it's up to you that you can choose to click or not to click. I.E."http://www.youtube.com/932843whatevergoesinhere/" usually, Youtube shouldn't have any "Tinyurl.com" after the .com/ part, which means it's safe, but if it does, DON'T CLICK IT! Lets this be a lesson for everyone.

Bans are not attached to computers, they are attached to accounts. That means that all one has to do to avoid a ban of any degree (even ultra-bans) is clear their cookies. Making a new Windows Live ID takes time, and most people don't want to spend 5 minutes to create that to only get a potential 10 hits on their shock site. Account Banning is the only measure that can be effectively put into place. Getting a new IP is extremely easy, and their is no unique ID on a computer that can be utilized for tracking.
