This is absolutely just a PR move to make people think they are "shaking things up". Next he'll say he's sorry there won't be any more substantial content for year 2, but they've learned so much and are making sweeping changes for Destiny 2. Once it comes out and people have already bought it, then we'll get the same excuses.

i agree with you 100% this isn't going to change anything for destiny it's still going to be the laggy and dry game that it is today

Sure hope not. But I do know from having worked in an executive capacity for some years, that changing CEOs is never a PR ploy.
