I don't think it's fair in every circumstance. I have nowhere near that grimoire but have 54 kings fall completions. I have beaten it nearly every week on all 3 characters and have done all challenges. (On hard) I don't play pvp and couldn't be bothered to collect some dead ghosts. Raid completions to me would be a better indicator coupled with light level. Obviously pvp is a different beast.
