You can get it from the bounties too. Not just hitting the win level for it.

Bungie hasn't declared what the loot schedule is for ToO; however, some people have been tracking it and it appears to have a set pattern. I believe the Doctrine will be the weapon again on the weekend of February 19th. I got one with Rodeo from the gold tier bounty on a random weekend. So you have a chance before then if RNG blesses you.

Honestly, no clue what rewards are for this week. If you get it, you would ideally want it to have counterbalance, I have it with rodeo and it is still somewhat laser like.
