The idea would be fantastic four pve, but it would be way OP for pvp. Quiver + blood bound in the middle of control/rift/anything? There's already a lot of passive power in the ability. Adding more is not conducive to gameplay.
Now if you said it adds Lockdown, I'd be more apt to agree with you as now we're just adding more zone control in a class that's made to ward and manipulate points on the map with grenades and the smoke/envenom abilities.
The point of these exotic items is to accent what the class is good at, not to cover weaknesses or add additional power where it wouldn't normally be

You provide a very valid point. However do remember that Bloodbound does not increase the range of the tether meaning it would have no effect on Quiver.

Oh my apologies. When you mentioned Quiver + Bloodbound I was a little confused because Quiver+Bloodbound wouldn't do much on how each perk worked because Bloodbound works only with tethered targets and quiver has very little tether range. So I thought you got confused with Blackhole because that's what seems to happen a lot with most people. My bad lol
