A few notes before I begin:
I am neither arguing for nor against fusion rifles
Only traditional fusion rifles are considered
All numbers are theoretical
I already know I’m scrub
Now let’s begin:
Variables:
Fusion rifle 1 = x
Fusion rifle 2 = y
Max TTK = All body shots
Min. TTK = All headshots
Sample weapon 1 = A
Sample Weapon 2 = B
Max TTK of A = 1.5 seconds
Min. TTK of A = .7 seconds
Max TTK of B = 1.9 seconds
Min. TTK of B = 1 seconds
So in the case of A Charge rate of x/y should be( (Max TTK + Min. TTK) divided by 2) or
1.1 seconds
*This charge rate means that assuming both weapons are at their effective range a skilled player with A will beat a player with x/y because they will most likely be closer to the Min. TTK and vise versa.
But:
In the case of B the charge rate of x/y would be 1.45 seconds.
Now let’s say that the charge rates of x/y are-
x = .9 seconds
y = 1.4 seconds
In the case of x it is fairly balanced with A but in the case of B the charge rate is faster than the Min. TTK which in turn would make it op
In the case of y it is fairly balanced with B but in the case of A it is almost the same as the Max TTK which would make it underpowered or unused
Now this data is all fair and well but how does it correlate to the main problem of Range and Recoil?
It matters because if fusions rifles are brought up to a state where their range and accuracy are improved to a useable state then that is when the problem stated above occurs. This example was also with just two weapon examples but Destiny has thousands of weapons with hundreds of different TTK’s.
In conclusion, although fusion rifles are a great weapon idea on paper, in action they’re hard if not impossible to balance due to their nature. You will almost always wind up with either fusions being too powerful like the launch of destiny or too under-powered like now.
Notes:
There is an argument that fusion rifles can be pre-charged but that is a lot about player skill which can only be accounted so much when balancing because in contradiction NLB is op because it one hits to the head

I agree- I test primaries, snipers, machine guns for crit damage, ROF including reload times, so I can compare and decide which ones to keep. But fusions are impossible because of the things you mention. Range dropoff is too important, and the number of hits is too variable and (especially now) greatly affected by the spray cone. And while Thesan rated highest for dps (rof plus impact taken into account), I stopped using it because taken thralls would teleport every time I tried to charge it up.....

You just need the right one. With the The Thesan I have on my Warlock right now I can consistently get kills with it. With its stab, rangefinder, and hotswap, I get pretty ridiculous ranged kills. But most importantly they're consistent, 7+ a game not trying to use it. Only when people charge me since I play with scouts.

Make every weapon kill to within milliseconds of that ttk [i]at their range[/i]. Then if a weapon is used outside it's intended range, destroy that usability. Boom everything is balanced to be useful across their respective ranges.
