Hello. I had this very same experience yesterday with my Xbox 360 only difference I was stuck at 8% during the "transferring game content" it would pause and, restart only to get stuck at 8% all over again and repeat. I did what every Mentor/BungieHelp person told me to do. Clear cache and reinstall. I did this for literally 7 1/2 hours yesterday until I finally figured it out.
