Amanda Holliday just put out a new Vanguard quest. Upon completion you get a sparrow.

How do you get her Quest? She doesn't have anything for me when I go to her..

It's the Red Bull quest - which is now available to everyone. If by chance you previously have completed the Red Bull quest, this would be why it's not appearing for you. I wouldn't sweat it too much. It's simply a convoluted quest line involving existing strikes and time limits to complete them in. The reward is a Legendary Sparrow (Swift River) which is now redundant when compared to the Sparrows available from the SRL (which now also have a chance to drop as a Nightfall reward)
