What version of Xbox are you on?
There is (or at least was) a Digital CE add-on that you could purchase through the Xbox Marketplace for $20 (XB1 only as far as I know)
That would just give you the extra CE items (shaders, class items, emotes), not the physical items you could get with the physical CE edition. The only other way would be to buy the physical CE edition if you can still find it.

As I said, it just gives you the bonus items - there's really no difference in the game itself.

It isn't available for purchase though... It says not available, is this the only way to get it? If it is, is there any way I can contact Bungie?

For some reason it may not work properly on the marketplace website. I seem to remember having to do everything on the console because teh site didn't bring it up as available properly... and then you can buy it. It just takes a little hunting to get to it ... outline in my previous link post.

Purchases have nothing to do with Bungie - you have to deal with the retailer, which in this case will be whomever you bough the physical Legendary edition from. There is no difference in the game itself, just the extra items that you get, so the CE add-on is the best option and if you drill through your console marketplace you will likely find it.

Again they don't have anything to do with that. Try on your console and see if you can find it in there. (You said you were on phone so we're checking website) If you can't find it yourself, your next step would be to contact Xbox support (retailer) to see how they can help you find it.

There is nothing different about the game itself, just the extra items you get, so it would be fruitless to buy the whole CE edition. If you can't find a way to download the digital CE add-on via the console, then you have 2 options: 1. Go to Gamestop and see if you can get a refund for the Legendary Edition, then buy the full digital CE edition on XBox Marketplace - OR - 2. Leave your current game as-is and call XBox Support to find out how to get the CE add-on added to your account. There is no other recourse for what you want to do unless you simply want to shell out another $80
