This is the Saber that was owned by his father originally and was given to him by Ben. In Jedi Luke even has his own new green saber that he built presumable because he lost the original blue one. So. How the -blam!- does Rey get this lost blue saber that fell down a hole at cloud city? Did Luke go back and search for it on cloud city? Okay, and even if you want to claim that somebody went back to find it well, cloud city is really high up inside this gas planet right? Well, the hole Luke falls in leads to the very bottom of the the planet. It's what looks like a garbage disposal. Luke only lives by holding on. Since objects can't hold on the saber must has fallen from cloud city all the way to the bottom. So........ Yeah. Watch when Luke falls. You can even see his hand + saber falling to the planet below.
