If I get 3 shots and only 11 seconds to use them then damn right it should oneshot near everything.

I mean, I'll be fine with it not one shotting if I get about four more shots and about 14 more seconds to use them in.

11 seconds with the helmet was more than enough. If you're smart you get 3-4 kills, but even one second of error and you could get one or none at all. You can still be sniped, shotgunned, fusion rifled, and etc during it so it's a fair balance.
