Sleepers Simulant Quest?

I had gotten all of the DVALIN fusion rifles and never got the quest line for sleepers simulant and I was wondering if the game was bugged or if I can even get the quest

On the 7th check the cosmodrome for a mission. I believe it's "first firewall" or something
