Hey man I can only comment as to my experience- literally haven't gotten a legendary from him since year 2 started. Crucible packages have been even worse for me also

Oh I think I might have one of those I have to check but I know even the rare ones are scarce. I didn't get God of war till my rank was like 60 during year 1. Like right before Croat came out. I recently just got frostfire lol
