You wanna know why? Because the Air Evade of the Twilight Garrison is not a perk on a specific subclass. It is an ability being given to the Titan. Shadestep is already a perk in place on the Nightstalker subclass.
Edit: I did forget about Kepri's Sting. It still doesn't change the fact that the Air Evade isn't a perk related to a specific subclass. Using T.G as an argument for getting Shadestep on each subclass is idiotic.

It allows you to back stab as well it also adds poison damage. There isn't any Bladedancer perk that grants all 3 options. That's why it's available for all Hunters subclasses. Damn some people are just stupid. Yes I will copy paste this any time someone brings up Kepis Sting Gauntlets.

I did forget about Kepris Sting. That doesn't change the fact that using the Garrison as an argument for getting Shadestep on each subclass is idiotic. The Air Evade is not related to a specific subclass of the Titans unlike Shadestep.

Except it doesnt name the perk (stalker), it just says what it does.
