You don't get a horn relay from the happy horn, it is a free horn and you can obtain it from the sparrow kiosk so it giving a horn relay would mean an endless supply of relays. If you want your horn back, get another from the sparrow kiosk by Amanda Holiday. If you want a horn relay, then you have to buy a Horn Kit from Tess Everis, each kit will cost you 100 silver.
