Thought mine was bad the last few weeks.
Been getting about 3 per 50. Got some 290 titan boots and hearafter so far this week. Yay me. I'll never run out of shards, nothing worth keeping.

Once your character past 310, all exotic engram drop at 310.

Not true. I make sure I am over 300 when using coins and when turning them in. Most still drop at 290 for me. There is a chance they drop at 310 after 300. It's not a garranteed drop.

Yeah I know that! But at 310&up, it is guarantee to drop at 310!
