Interesting idea. Personally I think something needs to be done about special ammo again though. I still don't think it's right that you can go literally a whole game and use nothing but your special weapon. It's supposed to be [i]special[/i], not your primary. The fact that you can have constant access to a sniper or a shotgun changes the dynamic so much. Look at fusion rifles. People complained about them so much, then they got nerfed into the ground. Now they are useless and still aren't a viable choice for PvP at all. That shouldn't happen, and if we continue on this trend, that's what will happen with shotguns and snipers. Shotguns, snipers, and fusion rifles [i]need[/i] to be powerful. With a few exceptions, they should be one hit kill weapons. But what we don't need is for these weapons to be usable for an entire match. They need to reduce the amount of special ammo.
