Two of your reasons of somewhat false, if the pink sparrow you have came from beating the quest, then just one.
I've been playing with all circuit gear (even the level 3 helmet) and have got a 304 helmet

Light level is dependant on rank, have come this conclusionthrough lots of testing. Rank 0 drops gear up to 290 rank 1 drops up to 300, rank 2 drops up to 310, rank 3 up to 315, these are all confirmed through testing guessing 315_320 stuff is rank 4 no clue what you'd get from rank 5
