Possibly because... when you buy a Year 1 Legacy, you also unlock the Year 2 version (if such exists), making it 2 for 1 once you spend the Marks. Does that make more sense...? I don't know. If they were too cheap by comparison, everyone would buy them to unlock the Y2 versions by default...? I'm just speculating here.
