Of course they are art. They are a direct reflection of the creative minds that brought them to life, a reflection or hard work and dedication. Some games may shine more in graphical quality, others with story, others with innovation. But for each one, each part had to be crafted with care.

Yes, just as a book or a poem or a painting is. And some art is better than others at provoking emotion. example of video games great at provoking emotion: The last of us Final fantasy series Uncharted series Kingdom Hearts series Chrono trigger Books that provoke emotion (I recommend audiobooks) The Martian Any book by Brian Jacques The book thief Life is a blank canvas, and our choices made, the colors.

Several video games have evoked emotion from me (BioShock Infinite, Witcher 3, Mass Effect, Dragon Age). They are certainly capable of being art but not all can achieve that level where they evoke emotion.

If movies are art, so are games. Just like how if chess is a sport, then so are esports.

art is a piece of work that expresses an artist's thoughts. as long as something has some sort of significance to its artists, it is art. games included.
