disregarding graphics, which is better in terms of gameplay, story, loot, and mechanics?

[i]I have a few thousand hours in Fallout 3 but still think 4 is better. Then again, it was released 7 years later, the tech is greater. I don't know what I'd say if Fallout 3 were released now and Fallout 4 7 years ago.[/i]
