Hc and autorifles have much more limited range than pulse and scout.
Pulse getting a range nerf on top of an 8% base damage reduction feels a bit harsh. But, we have to see how the balance of power will be. Pulse will still probably be the most versatile primary weapon, just won't 2 burst kill unless the enemy has low armor, or is already injured.
Something needed to be done to balance the weapons... I just feel that they do too much at once. Buffing some classes, while nerfing others at the same time. Seems like the only class not effected is scout, again...
As far as your last statement... About kd... Kd is not a direct indication of skill. Nor is it the primary factor of someone's worthiness to judge the adjustments made in the weapon balance.

but bungie does not know how to balance shit. if one weapon is op and another isn't, you don't nerf one and buff the other, because that just switches which weapon is OP. all you have to do is buff the weaker weapons, and that brings balance.
