It's bungie. It's impossible to know how it's going to work until people actually have a chance to play the game with the changes implemented.

I am in two minds about it. It annoys me because of all the moaning -blam!-s that flock to the forum to complain they got killed by a weapon and its too OP. However, it has made me switch my load outs and try weapons I wouldn't have other wise.
