Does it really matter? If they nerf it people will still needlessly complain about it. All you really need to do is make cauterize activate with grenades and melee only. You could make the argument about the damage resistance being too high, and there is valid arguments to that, but remember how Bungie nerfs things. It's either gonna be so insignificant that you can't even notice it or it's gonna get nerfed into the ground. Same applies with anything else they would reduce
