There are no classical defined roles in this game, but ignoring that, a Tank tanks. He doesn't deal the highest burst, or the highest DPS.
The closest thing to what you are talking about would be the Bubble Titan. Not the HoS.

Guardian health is basically normalised. A OHK is a OHK. If you have enough burst to OHK a target, the rest doesn't matter. Your argument would be correct if I would need more than one hammer to kill a normal guardian. However, a Novabomb deals around 620 damage. A single golden gun shot deals 425 damage. GG Total damage= 1275 A single Hammer deals around 360 damage. Total hammer damage at 7 hammers=2520
