So on my first character I went with a max intelligence build right from the get go. The BoS questline glitched my game and I cant fast travel on that character anymore. So I made a new one this time maxing out Luck. There has been a debate about which build can level you up faster. And after playing on both there is a clear winner for me.
I had about 33 hours in on my max intelligence build and I reached level 28. I did a fair amount of the main questline as well as side quests and a lot of exploring. I looted every square inch of every location I visited. I did the same on my luck character too.
This one has 18 hours play time and is already level 34. The reason Luck can level you so fast is the idiot savant perk. You can randomly get 5x the xp from anything...including completing a quest. You can save your game in front of a person, talk to them to finish the quest, and keep reloading until it procs. You can almost level up entirely just with one quest and early on almost two levels with just one quest.
But I do have to say I still enjoy the max intelligence build a lot. The fact you can craft your own weapons and have fusion cores last much longer is a huge deal which youll miss out on if you run max luck and zero intelligence just to take advantage of idiot savant. My luck build also has a stealth build because the two compliment eachother with the high crit recharge and damage, you can stealth kill a legendary enemy in one headshot. But I feel like giving up on idiot savant and increasing intelligence just so i can customize my own weapons because a suppressed combat rifle sounds really nice.
I guess its all about what you prefer which is why I think this game is amazing. There is no master build, they're all viable.

Well I think its kind of pointless,yes IS levels you faster,but at what cost. I feel that Intelect gives you much better perks and still a decent XP boost. If you get higher in level enemies get thougher so being able to make better guns is a huge benefit.

I believe somebody on Reddit already did a test to show the Idiot Savant's perk potential, low intelligence or high intelligence, that perk is broken, lol. Easy street throughout

There's also no master build because there is no level cap eventually you will have every skill builds just help when starting and yeah intelligence is way more important then idiot savant
