Remove cauterize entirely. Reduce damage reduction to equal nova bomb at 45%. The only other super with that much damage reduction is sunsinger with radiant skin which doesn't have regen or an insta kill hit at large range.
P.S remove its proximity detonation or lower it to nova bombs.
