Found A Laser Rifle With Unlimited Ammo Capacity (Never Reload)
It's inside of an unmarked build next to University Point. The unmarked building get is called the University Credit Union.
To get the weapon you must be able to pick a master lock to which the safe will open revealing a button. Push the button, a false wall will open, and the rifle is on the table.

I got a 10mm pistol with the same thing. I love it. My only issue was that it was also automatic, which meant i was wasting a lot of ammo, and my handgun skills weren't counting. I removed the full auto first chance I got. Now i have my favorite gun.
