The best thing you can do is to use the provided in-game report system and the console report system. Bungie takes every report seriously and they will investigate further. When they find a sufficient amount of evidence they will punish the player accordingly. Same goes for the console you are on. If you believe that you were Dossed, please contact your ISP, report a DDoS and they will take care of the rest.
