Bungie has already stated that they are ok with one type of gun being the best and forming a meta. They said every gun type will have its time. I think it would be easy enough the bump HC range and accuracy a bit and buff AR range to bring things into balance. Bungie doesn't want true balance though, they want you to change your style constantly.
