It doesn't need to be removed, but it needs to only proc on headshots. I cannot for the life of me understand Bungie changing Final Round, then putting this in the game.

Well luck in the chamber has been around forever and you can't predict it like final round so really the thing is one is cheating the other is luck to say the least

Just because it's a possibility is a problem. No sniper should body shot kill in this game. It goes against the 'rules' snipers have set.

Final rounding isn't cheating... it was a game mechanic. Maybe it was considered cheap. But not cheating. No sniper should be able to one shot body shot. Doesn't make any sense.
