Can a spartan remove their armor?
I'm curious, are the spartan suits removable, or are they cybernetically grafted to the people that wear them?

They can all get out of the armor if they need to, and the ability to do minor field repairs. I'm sure some of the spartans had a more technical knowledge and could fix more complex parts but most of them had to rely on techs. If you mean the III's then yes, their armor is a more cost-effective variant of the original armor designed by Halsey.
