Don't put any SPECIAL skills at 10 to start. Collectible Bobbleheads should allow you to gain one point to each SPECIAL.
Intelligence affects your XP amounts, so keep that in mind. Low intelligence means slower leveling.

Actually I think the bobble head system is no longer in it. When you level up now you get more points to spend and eventually max everything out. That's why you start with less points now as shown in videos released by Bethesda. (Trying to keep it spoiler free lol)
