Once the prophet of regret was killed, the San shyum realized that the sangheili could not adequately protect the prophets and we're deemed inferior. The jiralharae then became the royal protectors and fleet masters, which angered the sangheili. 343 guilty spark then revealed the true purpose of the rings to the elites. Realizing that the prophets had lied and the rings were weapons of mass destruction, the sangheili revolted. This resulted in a civil war between the covenant on high charity. Sorry I'm not the best at spelling the names of the species.
