Is the Court of Oryx Tier 3 random?
Yesterday a group of us used several tier 3 runes and all we were able to fight was Thalnok.
I need to fight Balwur to get my fragment...
Is this just a random thing? A daily thing?

No its not random, it's one set boss till weekly reset

Nah there are 3 bosses that rotate out on the weekly reset (Tuesday).
