The leveling system in Destiny doesn't reflect as simply, like it used to. It's now shown only in light. Being a level 40 just doesn't make a difference aside from what gear we can equip . It's just an unnecessary number that sits above all of our characters' heads. It only truly matters for lower level players.
Previously this game reflected leveling through the armor you wore, the light was attached to just that one aspect. Other players could easily understand how much work you put in to attain that gear, and there was no way to misconcieve it.
My suggestion is to seperate the guardian level with a number as it functioned before the taken king. This means you know how up to current thier armor/gear is.
Weapons you carry will reflect in a seperate overall light level. It then becomes easier to understand how effective a player can be with their overall arsenal.
In PvE this makes more sense. A guardians armor level can help determine thier survivability in enduring attacks, while weapon light level shows how effective a guardian can be against enemy combatants. These two should not be intertwined as to how players decide to challenge themselves is up to them. The recommended level is the only thing that should matter. What tools/weapons a person see is at thier own descretion.
Raid gear
Should have predetermined armor levels that are a stepping stone to allowing most players to transition through to thier next levels at the point where they are able to raid. It should all be upgradable to the most current light level. The raid should feel somewhat necessary to get to the next level.
This also means across the board drops can be improved so players can use them to level up their lower level gear. More playing for more marks and more drops to use as upgrade materials. Players then feel much more rewarded for their efforts.
