Not possible in DLC, I totally agree from a programmers perspective. The issue with DLC is that its optional meaning not every xbox would have the same weapons/armor/etc. The only way content like that could be added is through full game patches. Bungie only did one patch per Halo so far due to the massive costs so I doubt they will implement new content in this manner.
